Thank you for your interest in our Pennsylvania Lethal Weapons Training Academy programs. Listed below are the courses currently available through our training academy, attending one of our courses will certify you in the programs listed and will allow you the opportunity for a professional training experience and to grow as a law enforcement/security professional in the Commonwealth of Pennsylvania and across the country. We offer many professional certifications above and beyond the Pennsylvania State Lethal Weapons ACT 235 certification, many of which are accepted throughout the United States. The full title of this courses is SABER - Strategic Anti-Blade Engagement Response Method. The SABER method is the edged weapons portion of our RAVEN programs. The goal of this course is to train and certify candidates in the edged weapons survival skills tactics. Participants will learn the necessary skills to survive  a violent edged weapons assault. Presented in the course are the physical and conceptual skills required realistic edged weapons defense. Complete instruction in the module include: footwork,  methods and angles of attack,  and firearms deployment. The material is based in gross motor skill, which can be relied upon under high stress conflict situations. Basic user and Instructor certification are available.


Combat Self Defense for Law Enforcement, Security/Public Safety. The LEO Guardian defensive tactics program was developed for law enforcement and security enforcement nationally and internationally. Defensive Tactics is a vital part of an officer's ability to survive in a street level situation. In the program, the student will learn various levels of joint manipulation and body positioning for survival, Participants will learn techniques from blocking, striking, joint manipulation, pressure points and ground survival tactics. This is a comprehensive police defensive tactics course which offers the participant tactical response training that is both comprehensive and compliant with the Use of Force mandates law enforcement officers are held to. Participants will learn a variety of material including stances, body movement, blocks, counter strikes, control techniques, take down techniques, handcuffing and weapon retention.


The training curriculum for the expandable is the RAVEN Method Expandable Baton, students can choose between basic user and instructor certification. The course trains participants in the operational us of the Tactical Baton. It provides efficient defensive impact weapons tactics for law enforcement personnel. The course involves lecture, demonstrations, hands on skills development, students will learn baton nomenclature, maintenance procedures, target areas, as well as stances, patterns of movement, grip positions, methods of carry, draws from the holster, blocks, counter strikes and baton retention skills.


Now that you have choses to add a personal defense spray to your pre-planned responses, you need to learn the truth about OC and other chemical aerosol defense sprays. What are its limitations and restrictions? When you are legally allowed to use a chemical spray? the techniques for use and carry that will work best for you and why it is only a "force multiplier" nor a body guard in a can. Now is the time to learn, not when you are attacked or faced with a Use of Force situation.

HOW PEPPER SPRAY WORKS - Pepper Spray or OC (Oleoresin Capsicum) is a derivative of Hot Cayenne Peppers. Contact with the mucous membranes (eyes, nose, throat, and lungs) will cause immediate dilation of the capillaries of the eyes and instant inflammation of the breathing tube. Participants will be sprayed, Basic user and Instructor certification is available.


This course is geared to the civilian shooter, law enforcement, public safety and those people who are responsible for their protection, and the protection of others. Participants will receive in training the skills needed for a dynamic event, Prep and Care, Trauma Treatment, and much more!! We will challenge you in this course.


This course focuses on a high level of stress, dealing with malfunctions and weapon manipulation. This will be done while learning proper cover and concealment, methods of carry, and weapon transitions. This course will also cover tactics, firearm safety and fundamentals of marksmanship.


Red Cross First Aid, CPR (cardiopulmonary resuscitation) and AED (automated external defibrillator) training and certification meets the needs of workplace responders, professional rescuers, school staff, professional responders, and healthcare providers as well as the general public. We offer both certified and non certified training options.


Lethal Weapons Certification, officially known as Pennsylvania ACT 235, is mandatory for all privately employed persons who utilize any type of Lethal Weapon in the performance of their work. HITS Lethal Weapons Training Academy is a state certified center for the Pennsylvania ACT 235. Information and official Pennsylvania State ACT 235 application forms can be obtained below or from the Pennsylvania State Police Lethal Weapons Training program website.


Individuals who are currently certified in Pennsylvania or who retired with a certification in Pennsylvania as a Police Officer, Sheriff, Deputy Sheriff, Attorney General Criminal Law Agent, Constable, or other Pennsylvania law enforcement officer (excludes Corrections Officers) may be eligible for waivers and should return to the previous page and select the police/law enforcement officer link.

All other individuals should follow the instructions below to apply for initial certification as a Lethal Weapons Agent

Step 1:  Complete an online application at Print and take your receipt to the nearest Cogent Fingerprint location to be fingerprinted.

Step 2:  Download and print the physical examination and psychological examination forms. You must undergo a physical and psychological examination at your own expense. The physicians must be PA licensed. The physicians must submit completed and signed forms to the Lethal Weapons Certification Unit.

NOTICE REGARDING DRIVER’S LICENSE: If you do not possess a valid PA driver’s license you must, in addition to the steps above, submit two passport size photos to the Lethal Weapons Certification Unit at the address below.

WAIVERS FOR TRAINING/FIREARMS: Individuals who have completed comparable law enforcement training within the past five years may be waived of the academic training requirement.  Individuals who have successfully qualified on a law enforcement firearms course within the past 12 months may be waived of the firearms training requirement.  To request waiver consideration, please submit supporting documentation to the Lethal Weapons Certification Unit at the address listed in Step 4.

NOTIFICATION: Correspondence will be sent to the address you provided notifying you of the status of your application and providing instructions for further action. 

Step 3:  Upon receipt of official notification you have been approved, schedule training at an Act 235 certified school.  A list of certified schools can be found on the Certified Schools page.  It is your responsibility to schedule the training after receiving the approval letter.

Step 4: Upon completion of training, login to TACS to submit the $30 certification fee.

An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and other populated area. In most cases, active shooters use firearms and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly.

This course is for law enforcement officers, non-law enforcement security personnel, and civilians. The material may provide law enforcement officers information on recommended actions for non-law enforcement employees to take should they be confronted with an active shooter situation.
